e-DAU at UN-Habitat’s Urban Circuit: developing coalitions for more sustainable cities

O Programa das Nações Unidas para os Assentamentos Humanos (ONU-Habitat) realiza anualmente o Outubro Urbano, que inicia com o Dia Mundial do Habitat (em 04 de outubro) e se encerra com o Dia Mundial das Cidades (31 de outubro). Para promover o debate sobre os temas do Outubro Urbano, o escritório do ONU-Habitat no Brasil criou, em 2018, o Circuito Urbano. Em 2021, a 4ª edição foi realizada de maneira virtual e tratou do tema “Cidades na linha de frente da ação climática”. A e- DAU esteve presente nesta edição, por meio da participação e da organização de eventos. No dia 15 de outubro de 2021, Claudemir Andrade (Diretor Estadual e-DAU no Amazonas), participou do painel sobre “os desafios climáticos e ambientais para os planos diretores das cidades brasileiras”. Neste evento, Claudemir representou o Instituto Municipal de Planejamento Urbano (IMPLURB) de Manaus, do qual é Vice-Presidente. Em sua fala, destacou os aspectos do Plano Diretor de Manaus que buscam responder aos desafios ambientais e climáticos da cidade. Esses desafios, como esclareceu, não dizem respeito apenas a questões ecológicas da sustentabilidade, mas implicam ainda em questões sociais e políticas. No mesmo dia 15, Claudia Grangeiro – consultora em Projetos de Paisagismo Cultural da e-DAU, arquiteta e urbanista atuante na Secretaria Municipal de Planejamento Urbano (SMPU) do Rio de Janeiro – tratou das ações que visam tornar a cidade mais resiliente. Sua fala esteve inserida no painel intitulado “Circuito Águas Urbanas, mudanças climáticas e riscos de desastres 2021”. Ficou clara a necessidade de uma compreensão abrangente para ações que tratem da paisagem, pela demonstração de instrumentos de gestão voltados para a resiliência e a sustentabilidade. No dia 22 de outubro, foi ao ar o evento “Iniciativas urbanas para a redução de vulnerabilidades: um diálogo sobre justiça climática, adaptação, identidade e sistemas urbanos resilientes”, o qual contou com César Renato Canova (Coordenador das Relações de Pesquisa e-DAU) como um dos organizadores. Cibele Riva Rumel (Conselheira e Consultora e-DAU em Planos e Projetos Urbanísticos Sustentáveis) e Ana Beatriz Nestlehner (Consultora e-DAU em Planejamento Territorial centrado nas Crianças), então representando a Plataforma 2811, participaram como painelistas e contribuíram para exemplificar práticas de processos e projetos que podem ajudar na redução de vulnerabilidades e em promover qualidades relacionadas à sustentabilidade. Este painel contou com a colaboração do WRI Brasil e do Youth Climate Leaders, buscando pontos em comum entre atuações diversificadas das instituições envolvidas. Com essas iniciativas, a e-DAU se firma – uma vez mais – como uma rede colaborativa de especialistas. Por meio do diálogo e da busca por soluções participadas, formamos coalizões em torno de objetivos que, embora específicos, visam uma contribuição global relacionada à missão da rede. The United Nations Program for Human Settlements (UN-Habitat) annually holds The Urban October, which begins with World Habitat Day (on October 4) and ends with World Cities Day (October 31). To promote the debate on the themes of Urban October, the UN-Habitat office in Brazil created, in 2018, the Urban Circuit. In 2021, the 4th edition was held virtually and dealt with the theme "Cities on the front line of climate action". The e-DAU team was present in this edition, through the participation and organization of events. On October 15 th , 2021, Claudemir Andrade (e-DAU State Director in Amazonas) participated in the panel on "Climate and environmental challenges for the master plans of Brazilian cities". In this event, Claudemir represented the Municipal Institute of Urban Planning (IMPLURB) of Manaus, of which he is Vice-President. In his speech, he highlighted the aspects of the Manaus Master Plan that seek to respond to the environmental and climate challenges of the city. These challenges, as he explained, not only focus on the ecological issues of sustainability, but also involve social and political issues. On the same day, Claudia Grangeiro – consultant in Cultural Landscape Projects at e-DAU, architect and urban planner working in the Municipal Department of Urban Planning (SMPU) of Rio de Janeiro – took care of the actions aimed at making the city more resilient. Her speech was included in the panel entitled "Urban Water Circuit, climate change and disaster risks 2021". The need for a comprehensive understanding for actions dealing with the landscape became clear, by demonstrating management instruments focused on resilience and sustainability. On October 22, the event "Urban initiatives for the reduction of vulnerabilities: a dialogue on climate justice, adaptation, identity and resilient urban systems" was aired, and had César Renato Canova (Coordinator of e-DAU's Research Relations) as one of the organizers. Cibele Riva Rumel (e-DAU's Advisor and Consultant in Sustainable Urban Projects) and Ana Beatriz Nestlehner (e-DAU's Consultant in Child-Centered Territorial Planning), then representing Platform 2811, participated as panelists and contributed to exemplify active design practices that can help reduce vulnerabilities and promote qualities related to sustainability. This panel was developed with the collaboration of WRI Brazil and Youth Climate Leaders, seeking common points acts, among the diversifications of the institutions involved. With these initiatives, e-DAU is once again established as a collaborative network of experts. Through dialogue and the search for participatory solutions, we form coalitions around objectives that, although specific, aim at a global contribution related to the team's mission.
